April has been with Alexandria Child Support Enforcement since 2000 when she started her CSE career as a caseworker. She worked caseloads in Vernon and Rapides Parishes before being promoted to Supervisor in 2003. During her tenure as a supervisor, April supervised collection caseloads in Catahoula, Concordia, Grant, Rapides, Winn and Vernon Parishes. In 2009, April was promoted to Child Support Enforcement Manager for the Alexandria Region. April also served as a Firearms Instructor for CSE’s Arrest Team. April had the honor to begin serving as the treasurer for LSEA in 2022. April has been a devoted wife for 29 years. April and her husband have raised 4 beautiful children who have given them 6 amazing grandsons. April spends her time away from work hunting, fishing and playing with her grandbabies.

Appointed as a hearing officer for the 22nd JDC in 2016, Amanda is a St. Tammany Parish native. She graduated from Louisiana State University with a bachelor’s degree in Business Administration in 2002 and from Paul. M. Hebert (LSU) school of Law with a Juris Doctorate in 2005.

Prior to becoming a hearing officer, she served as an Assistant Public Defender as the Supervisor of the Juvenile, Non-Support and Misdemeanor Divisions. She is a Child Welfare Law Specialist, holding that certification since its adoption in Louisiana in 2015. She is a graduate of Leadership St. Tammany and has been a long-standing board member of East St. Tammany Habitat for Humanity and is a current board member of the Louisiana Support Enforcement Association, and the Junior League of Greater Covington.

In 1998, she Brandy began working with the State of Louisiana at Oschner LSU Health Monroe, formerly known as E A Conway Hospital as a clerk in Central Supply. October 2001, she began her career with Child Support Enforcement. She was hired as an Analyst and was promoted in October 2013 to an Analyst Supervisor for the Monroe Region. Brandy has unbelievable knowledge in all aspects of this agency. She gives 110% and is very dependable.

After 20 plus years, she continues to show passion and dedication for this agency. She hopes that you obtain useful information to take back with you in this “Locate Tools” presentation.

Dione Tolliver is a dedicated and seasoned professional with an impressive 28 year career serving the state of Louisiana.  Her remarkable journey, which began in New Orleans, has seen her donning various hats and contributing to the state’s welfare in multifaceted roles.

Currently, Dione holds the position of CSE Consultant within the Program Integration Unit, a role she commenced in March 2019.  Her extensive experience her led her through a diverse array of positions, including Clerk 3 & 4, Caseworker Assistance, Office Manager 2 & 3, CSE Analyst, CSE Supervisor and CSE Specialist. In 2003, she temporarily ventured into the Food Stamp Office as a caseworker, showcasing her versatility and dedication to public service.

In addition to her professional endeavors, Dione is a proud mother of four sons and a loving grandmother of 15 grandchildren, comprising seven boys and eight girls.  She is currently pursuing Green Belt Lean Six Sigma Certification, serving as the NAC for the State of Louisiana’s CSE Background Checks, and holding the position of Access & Visitation Coordinator for East Baton Rouge (EBR) and New Orleans. Dione’s dedication to her field and her passion for continuous improvement are further underscored by her longstanding association with the Louisiana Child Support Enforcement Association (LSEA), where she has served on the board since 2016. Her leadership qualities shone through as she held the esteemed position of President of the board during 2019/2020 team.

My name is Donna Clayton.  I have been with the Department of Children and Family Services since March 1990.   I started with Child Support Enforcement in January 1997 as a CSE Analyst.  I came to CSE State office in September 2002. I have been with the Child Support Program for 26 years.   I am currently a Program Manager 2 with Child Support Enforcement State Office.  I am also the LAM – Lead Area Manager for State Office Emergency Preparedness.  I became a member of the LSEA Louisiana Support Enforcement Association in 2000 and I have been an active LSEA board member for 13 years.    My goal is to help provide and bring families together for the children.

Steve Landreneau has been an LSEA Board member since 2018. He has been an Assistant District Attorney in Deridder, Beauregard Parish, Louisiana since March of 1996. Since then one of his many duties has been collection of child support for DCFS. He holds a B.S. from LSU, 1973 and a Juris Doctorate from Loyola University School of Law, 1977. He has also been a frequent lecturer and panel member for training sessions for the Louisiana District Attorneys Association and the Louisiana Support Enforcement Association.

Gwenda Thaxton Sepulvado married Joe Pat Sepulvado in 1980 and raised two children, enjoying the blessings of six grandchildren and two great-grandchildren. After graduating from Florien High School in 1978 and earning a BA from Northwestern State University in May 1982, she embarked on a dedicated career path. From 1982 to 2000, Gwenda served at the Natchitoches Child Support Enforcement (CSE) office in various roles, including Intake and Collection Officer and Collection Supervisor. She later contributed her expertise as an Administrator/Supervisor at the 11th Judicial District Court for Sabine and Desoto Parishes District Attorney's office from 2001 to 2008. Since January 2009, she has continued her commitment with the 11th Judicial District Court for Sabine Parish District Attorney’s Office as an Administrator/Supervisor. Additionally, Gwenda has been an active member of the Louisiana Child Support Enforcement Association (LSEA) board since March 2006, staying connected with industry best practices and fellow professionals. Her career exemplifies unwavering dedication to public service.

Kristina Collins Harrison is a licensed attorney and has over 10 years of experience in public service and community relations.

She has worked tirelessly to facilitate programs and foster relationships that have enhanced the lives of so many people around her. Kristina has taught middle school and high school and has served as a Family Self-Sufficiency coordinator, successfully assisting public housing residents in obtaining GED’s, post-secondary education, jobs, job training, and technical certifications.

As the IV-D Non-Support, Assistant District Attorney, for the Parishes of St. James, Assumption and Ascension, Kristina strives to insure appropriate legal actions are taken to establish and enforce support obligations for the support of minor children.

She completed her Juris Doctorate Degree at the Southern University Law Center and her Masters of Education at Southeastern Louisiana University. In 1997, she simultaneously enlisted in the United States Army Reserves and attended Dillard University on a full academic scholarship, where she holds a Bachelors of Arts Degree.

Kristina enjoys nothing more in life than spending time with her amazing husband and super handsome sons, Kaden and Kamden.

 

Konitra Jack

Konitra Jack is a dedicated professional with extensive experience in child support enforcement. Serving as Director of Child Support Enforcement (IV-D) for the Louisiana Department of Children and Family Services, she brings a strong background in mathematics, an MBA, and a Juris Doctorate to her role.

Konitra’ s career began in 2008 as a caseworker, and she has since risen through the ranks, earning recognition for her exceptional leadership, including the 2023 National Child Support Enforcement Association's Outstanding Leadership Award.

Beyond her professional achievements, Konitra is a devoted wife and mother, actively engaged in her community as a Children's Church teacher and a volunteer with a local Girl Scout Troop.

She plays an active role in professional associations, including the Louisiana Support Enforcement Association (LSEA), where she serves as an Ex-Officio Board Member. Konitra is deeply involved in national associations such as the National Child Support Enforcement Association (NCSEA) and the National Council of Child Support Directors (NCCSD), contributing to committees focused on policy development, systems modernization, and employer collaboration.

Lekita’s legal career began with Southeast Louisiana Legal Services in 1999.  She practiced with this organization for four years primarily in the area of Family Law with an emphasis in Domestic Violence.  She became employed with the Jefferson Parish District Attorney in 2003 and has served in the Child Support Enforcement division for the last 20 years.  She has argued before the Supreme Court regarding child support matters affecting the children of this state.  She became the Administrator of the IV-D unit in 2020 and supervises a staff of about 50 employees.  The role has been challenging but overwhelmingly rewarding.  She has always believed that the most important people are the people that are not in the room…..the children.

Mary is a graduate of Southeastern Louisiana University and the Paul M. Hebert Law Center (LSU Law). She began her career as an Assistant District Attorney in St. Tammany and Washington Parishes. She has practiced in the Child Support Enforcement Division for 8 years.  She began serving on the LSEA Board in 2019 and has held the positions of Secretary, Vice President and President.  Mary enjoys her child support work especially integrating new technology into the Child Support Division and Court of the 22nd JDC.

Jana Lebaron

Rachel started her career as an Attorney at the Orleans DA's Office as a felony trial attorney, which she did for about 4 ½ years.
Prior to that Rachel was (and still is) a Sergeant at the Orleans Parish Sheriff's Office, where she is now a Platoon Commander in the Reserve Division. Before going reserve, Rachel served in the Special Operations Division, better known as the SWAT Team.
Rachel graduated with my JD from Loyola in 2014.
She is on the board of directors for the LSEA and is also on the ADA Board of Directors for the LDAA.
Rachel is a former concert pianist (who is currently taking trumpet lessons for fun).
She is originally from Gretna, Louisiana and Mission Viejo, CA.
She enjoys the beach, the Hollywood Hills, and TULANE GREEN WAVE!!!

Rennetta Wells

Rennetta Wells began her journey with the Louisiana Department of Children & Family Services, Division of Programs - Child Support Enforcement, State Office in May 2004. Over the years, she has made significant contributions to the organization, demonstrating her dedication and commitment to its mission.

Starting as a Social Services Analyst (case manager), Rennetta's career trajectory within the Child Support Program steadily evolved. She advanced through roles such as Supervisor and Consultant, gaining invaluable insights into the operations and intricacies of the program. Her extensive experience and knowledge of Louisiana's IVD program have solidified her reputation as a trusted expert in the field.

Currently, Rennetta serves as a CSE Manager, overseeing both the Program Integration and CSE Training Units. In this multifaceted role, she ensures that the program's policies and procedures are consistently shared and applied across the state. Her primary objective is to guarantee that every family served by the agency receives equitable and high-quality services. Rennetta is also deeply committed to providing support to our staff and internal partners, enabling them to deliver top-notch services.
